A building survey will be conducted by the design district for all buildings to be modernized in a project in coordination with the installation DPW. This survey will be conducted to determine the existing conditions and building deficiencies before initiating INACTIVE CEMP-E 28 February 1997 Annex B, AEI for BUP First Edition 2-3 design or before an IDQ contract delivery order is issued (if applicable). (2) Survey Information. Prior to the initiation of detailed project development, the geographic district design team/A-E should meet with the installation at the project site to conduct a joint site survey. This survey should include, but not be limited to: (a) Identifying the installation unit/building (s). (b) Determining the installations' requirements and expectations, and including these in the survey. (c) Clarifying the site specific requirements and services, special products and/or design requirements, a thorough review of the DD Form 1391 and, if applicable to the type of project, DA Form 4283, type of funds required, verifying approval limits, obtaining asbuilt/record drawings and documents, and other planning data. The DD Form 1391 must reflect site specific requirements. (d) Determining the extent of investigation required, a deficiency
